The African Center for Equitable Development (ACED) is a think and action tank that promotes equitable development in Africa through the production and use of evidence, support for development policies, and the implementation of actions for the benefit of communities.
Within the framework of the SALCA Program, ACED is seeking an experienced individual consultant to revise and update its Human Resources Manual and train its staff on the content of the manual.
Objectives of the Mission
- To revise and update the Human Resources Manual to adapt it to the specific needs and context of the organization.
- To train ACED staff on the content of the updated manual to ensure their understanding and effective use of the manual.
Consultant Tasks
- Conduct a thorough review of the current Human Resources Manual.
- Prepare an initial report based on the Terms of Reference, describing a sound methodology for developing the Human Resources Manual.
- Update the manual to comply with regional labor laws, international human resources standards, and best practices adapted to a regional organization.
- Enhance the manual to include comprehensive diversity, equity, and inclusion policies.
- Revise performance evaluation processes.
- Propose employee reward, incentive, and recognition systems.
- Include details on different types of leave.
- Develop policies to facilitate talent mobility and remote work within the organization.
- Include details and procedures on business travel.
- Include details and procedures on internal and external communication.
- Integrate policies on the use of technology.
- Establish comprehensive crisis management and business continuity plans.
- Develop a communication and change management strategy.
- Make proposals on how to digitize human resources management procedures and processes.
- Include key performance indicators to measure the effectiveness of new policies.
- Develop a training module based on critical capacity gaps.
- Train relevant ACED staff.
Consultant Profile
- Master's degree in HR, Social Sciences, or other related disciplines, with more than five years of professional experience in human resources management and HR strategy development.
- Professional certifications in HR management would be an asset.
- Demonstrable prior experience in developing high-quality HR policy manuals for regional or international institutions.
- Familiarity with international best practices and relevant regional HR legal frameworks.
- Demonstrate knowledge of HR principles, labor law, and best practices to ensure compliance.
- Extensive experience in participatory management and operations approaches.
- Excellent writing and oral communication skills in French, knowledge of English is an asset.
- Experience in gap assessment and identification of gaps in employee skills and competencies.
- Experience in preparing training manuals.
- Strong background in administration, communication, facilitation, and time management.
